The ASAP Program

For instance, recently the Center for Public Management collaborated with the Oklahoma Child Support Enforcement Division to establish a process to increase and improve collections.

The Center for Public Management established a call center and trained experts in child support collections. The ASAP project was initiated when letters were sent to non-custodial parents who were at least three months in arrears in their support payments. The letter prominently displayed the toll-free number of the CPM’s call center. CPM staff took these calls and obtained needed information, assisted the caller and updated the Oklahoma Child Support Database. CPM created a database and management system to send the newly obtained information to the relevant district child support offices and caseworkers.

By utilizing the Center for Public Management’s unique structure and resources, the ASAP program returned 100% of the customer’s investment within 6 months.

The Oklahoma New Hire Outreach Campaign

In another collaboration, the Center for Public Management joined forces with the Oklahoma Child Support Enforcement Division and the Oklahoma Employment Security Commission to launch an outreach campaign to educate Oklahoma employers on the Federal Personal Responsibility and Work Opportunities Reconciliation Act.

This law requires business to report newly hired employees to a central state location. When employers report their newly hired employees, the Oklahoma Employment Security Commission can use this information to stop fraudulent unemployment claims and the Oklahoma Child Support Enforcement Division can locate individuals who may owe child support, initiate and expedite income assignments and establish paternity.

Through the Center for Public Management’s outreach efforts combined with state agencies and employer collaboration, employer compliance rates, thus Oklahoma’s economic well-being, is steadily improving.
